ok here goes. I have one 260 watt panel but with the pwm I am getting max of 115 wats and 8 amps. Can I connect a second pwm charge controller to the same panel and the same battery bank to increase the amps going to the battery bank.

That's a tough one! What controller are you using? A PWM controller will be working at a fixed voltage so it might be better to sell it and get a single MPPT controller.
